Founder & CEO
Luis O. Dávila Alemán is the Founder and CEO of Closing Attorneys PSC, a leading Puerto Rico law firm specializing in real estate closings and HUD transactions. A licensed attorney in both Commonwealth and federal courts, he brings a diverse background as a former FBI Special Agent and Legislative Advisor to Rep. Jorge Navarro.
Under his leadership, the firm became an authorized HUD Local Closing Agent and secured municipal contracts to resolve title issues and manage public-funded closings. He also launched Puerto Rico In-House Counsel Law Group LLC, offering scalable legal solutions for businesses, particularly those in regulated sectors.
Luis recently completed the Goldman Sachs 10,000 Small Businesses Program, crafting a growth plan to triple firm revenue. He is also the author of the forthcoming book, The Diamond Standard, focused on building high-performing teams and scalable success.
Known for his integrity and innovation, Luis blends legal expertise with business insight to modernize Puerto Rico’s legal and real estate landscape.

Vilma Dapena Rodríguez serves as Executive Vice-President of the Board of Directors, General Counsel, and Chair of the Advisory Board at Closing Attorneys PSC. With over 25 years of distinguished litigation experience in employment law, she has practiced before Puerto Rico’s local courts, the U.S. District Court for the District of Puerto Rico, the U.S. Court of Appeals for the First Circuit, and the Supreme Court of the United States. Her legal acumen and courtroom presence bring depth and strategic foresight to the firm’s leadership.
